We supported Uppingham Parish Council in building a compelling, evidence‑led case for housing growth — empowering the community to take a more proactive role in shaping its future.

At the heart of the project was the preparation of housing need evidence to support the Parish Council’s ambition to deliver a higher level of housing than the minimum requirement set by Rutland County Council. This reflected a wider reality: neighbourhood plans play a crucial role in guiding how communities grow, influencing both the scale and location of development alongside the Local Plan.

Understanding change and need

We carried out a detailed analysis of demographic change, housing affordability and local supply, carefully reviewing how the parish had evolved and how demand was likely to develop over time.

This robust evidence base ensured that the proposed housing numbers were not only justified, but aligned with the long‑term needs of the community – supporting a plan that responds to real local pressures rather than minimum policy requirements.

Supporting a community-led vision

Neighbourhood plans provide communities with a valuable opportunity to shape future development, particularly in areas where national policy requires new housing to be delivered.

By strengthening the evidence underpinning the Uppingham Neighbourhood Plan, we helped the Parish Council take greater control of this process – enabling them to define growth in a way that supports both housing need and local character.

Our role

We led the preparation of the housing needs assessment, working closely with the Parish Council to ensure the evidence was robust, accessible and aligned with the plan’s ambitions.

Our role included overseeing day‑to‑day delivery, coordinating inputs and managing the programme to ensure the study remained focused, accurate and policy‑relevant. Acting as a key point of contact, we worked collaboratively with the client to translate complex data into clear, actionable insight.
